Office of the Secretary of Justice Employees Multi-Purpose Cooperative (OSJEMPC)


 

The OSJEMPC is a duly recognized cooperative by the Cooperative Development Authority established in DOJ since 1989 with approximately 2,200 members nationwide.

 

History of OSJEMPC

In the late 1980's when unionism in the public sector was recognized by virtue of E.O. 180 s. 1987, the DOJ employees eager to form an association that would negotiate with management for benefits they needed, organized the DOJ Employees Association (DOJEA). This was headed by then Fiscal Juanito Rosales. It was accredited by the Department of Labor and pending accreditation by the Civil Service Commission.

At this point, 26 employees spearheaded to venture into cooperativism. The main objective was to increase the income and purchasing power of the members by mobilizing their savings into a financial pool, which may obtain low cost credit for productive and provident purpose.

The initial incorporators prepared the Articles of Cooperative and By-Laws of the Office of the Secretary of Justice Credit Cooperative. With a prescribed capitalization of P25,000.00 and a paid up capital of P2,600.00, it was registered and accredited by the Bureau of Cooperatives Region IV in Quezon City with Registration No. R.IV 818 dated October 9, 1989.

The founding officers were : Chair, Susima Lazo-Gonzales; Vice-Chair, Erlinda Aquino; Secretary, Suzanne Lesaca; Treasurer, Florencio Yulo; Credit Committee Chairman, Danilo Bulosan; Member, Ma. Elisa Germar; Directors Lydia Resurreccion, Teresita Henson and Achilles Yulo.

Due to the passage of RA No. 6939 better known as Cooperative Development Authority of the Philippines, our cooperative was given a Certificate of Confirmation on September 30, 1991. Initially, it put up a Kadiwa Center with a capitalization of P100,000.00, which was a contribution of the officers.

Its tremendous growth and development could be seen by the increase of its membership that expanded to the city/regional/provincial offices of the department. Its registered name underwent a change to conform to its improved services from Office of the Secretary of Justice Employees Credit Cooperative to Office of the Secretary of Justice Employees Multi-Purpose Cooperative (OSJEMPC).

After 15 years, OSJEMPC deserves another reward in the future under the stewardship of Ms. Maria Elisa Germar with the full cooperation and support of its now more than 3,500 members, a startling transition from its original members of 26 employees.
