Queries on levy or property for tax delinquency by the local government of Parañaque City specifically on the following: a) Whether the City of Parañaque can levy a specific property which is under receivership and rehabilitation proceedings in the Securites and Exchange Commission (SEC); b) Considering that the title of said property still remains with the owner, can the owner just pay the taxes due plus interests and surcharges?; and c) In the eventual sale of the property, does the excess amount have to be returned to the owner after deducting the taxes due thereon?
